Internal potential as a factor of efficiency of extra budgetary activities of sanitary and epidemiological services

The article is devoted to the methodological aspects of assessing the internal potential of budgetary organizations and determining the impact of their condition on the effectiveness of extra - budgetary activities. An author's methodology is proposed for studying the internal potential of the sanitary - epidemiological service, based on an expert assessment of its components according to 13 quantitative and qualitative indicators, for which five - point rating scales with recommended threshold values have been developed. Testing the methodology according to the data of the Zonal Hygiene and Epidemiology Centers of the Vitebsk region proved the possibility of its application in the practice of analysis and planning of extra - budgetary activities of the sanitary - epidemiological services.
