Structural and Functional Modelof the development of Law Enforcement Officers' Foreign Language Communicative Competence in the system of Additional Professional Education

Introduction. The article presents the data of the study of the development of law enforcement officers' foreign language communicative competence in the system of additional professional education. The goal is to develop and test a structural and functional model for the development of law enforcement officers' foreign language competence. Materials and Methods. The following methods were employed: modeling, method of pedagogical observation. A formative experiment covered 90 students of the Russian Ministry of Internal Affairs in the framework of language training for the 2018 FIFA World Cup. A system of criteria and indicators of the effectiveness of the model used was developed. The results of the experimental work were analyzed. Results and Discussion. A structural and functional model has been developed. It is based on the theory and technology of contextual learning (the development of the ability to effectively perform professional functions, master professional activities using the acquired competencies). During the formative experiment dependence of the quality of the students' language proficiency on the effectiveness of implementation of the developed model was revealed; positive trends and pedagogical means of optimization of development of law enforcement officers' foreign language communicative competence under conditions of modern educational process of advanced training were identified. This is proved by a dramatic quantitative rise in the students' language development from the experimental group after the experimental course of training designed according to the model. Conclusions. Structural-functional model contributes to the effective development of law enforcement officers' foreign language communicative competence in the system of additional professional education of the Russian Ministry of Internal Affairs, as it takes into account the peculiarities of adult education and the specifics of the educational process and implementation of training programs within the framework of additional professional education.
