Introduction. The problem of formation of professional developing and educational environment in educational organizations is relevant for modern higher educational institutions. The aim is to reveal the specifics of professional developing and educational environment of departmental institutes. Materials and Methods. Achievement of the goal was completed through methods of studying documents, scientific literature, observation, psychological diagnostics of organizational culture at an institute of the Russian Ministry of Internal Affairs. Results and Discussion. Basing on the research conducted the authors characterize the content of the activities aimed at formation of professional developing and educational environment at the institutes of the Russian Ministry of Internal Affairs according to the areas. The peculiarities of organization and delivering of practical lessons with the use of active and interactive methods are described. Conclusions. The process of formation of professional developing and educational environment at an institute of the Russian Ministry of Internal Affairs is multifaceted and includes an array of learning and extracurricular events, various learning and support departments and units engaged. Accordingly, the effectiveness of this process is largely determined by the coordinated, consistent integration of all components of the educational environment of the university into a single pedagogical system aimed at training highly qualified specialists.
