The rapid growth in the number of fitness - clubs and individuals involved in sports and recreational activities based on them created a shortage of personnel specialists in the Russian Federation and the Kuban region, which in turn led to a number of serious problems in the fitness industry. These include the reduction of professional instructors, personal trainers and managers of fitness clubs and as a result - a low level of requirements for their professional preparedness for employment. The situation is aggravated by the persistent negative trend of health indicators of the Russians as a whole, including those who are involved in recreational activities. This requires professionalism in the work of fitness clubs staff in the organization and regulation of physical activity for persons with pronounced health deviations and chronic diseases. The effectiveness of training reduces due to the absence in most not network of fitness clubs, proper medical and pedagogical support. This situation suggests that the fitness of the Russian Federation is becoming more commercial orientation. Therefore particularly relevant are the modernization of the legal base of the fitness industry - that is, to develop a regional model of management, organization and content of the professional activities of fitness clubs of the Krasnodar Territory [5, 6].
