Modern concept of comprehensive prevention of illegal behavior of persons with mental disorders

In the context of prevention of criminal activities, the issues of forming a public danger in persons with mental disorders are discussed. The uniformity of social and psychological parameters (risk factors) of unlawful behavior in patients with different severity of mental pathology is shown, these are as follows: antisocial personality structure, abuse or dependence on psychoactive substances, criminal experience and early age of criminalization, incompetence, family and work disadaptation. The model of complex prevention of public danger is substantiated, with its three main forms - universal, selective and indicative. The main purpose of preventive work is to prevent the committing the offenses by affecting the main "targets" - risk factors. At the same time, universal prevention should be directed at the prevention of primary socially dangerous behavior; it is aimed at a general population, including all age groups, and is of medical and social nature. Selective prevention is focused on actively identifying individuals at risk for illegal actions and providing them with adequate medical and preventive care to prevent the emergence or further development of the delinquent behavior. The goal of indicative prevention is to prevent the re-committing the unlawful actions. The implementation of this approach will significantly expand the opportunities and effectiveness of preventive work; improve the criminological situation in the country.
