The reform of housing and communal services in a small Russian region (the case of the Jewish autonomous oblast)

The article analyzes the progress of the reform of housing and communal services in a small region of the Russian Federation, focusing on the case of the Jewish Autonomous Region. The author argues that the region could not independently reach the key goals of reforming the housing and communal services (modernization of the engineering infrastructure, liquidation of emergency housing, utilization of municipal solid waste) and is unable to complete the reform program without the assistance of the federal budget. The current situation prompts discussion about the possible reunification of the JAO with the Khabarovsk Territory.
