The commercialization of innovations as an important element of the innovation process determines the further development of the country's economy as a whole and regions in particular. The aim of investigation is to research the principles of stimulating the commercialization of small and medium-sized business innovation at the regional level. Achievement of the set goal is carried out by using methods of analysis and synthesis, methods of statistical processing of information. As a result of the analysis of the innovative sphere in St. Petersburg, separately singling out the sector of small and medium-sized businesses, a high innovative potential of the region has been identified, which requires further development. The problems of commercialization of innovations of small and medium business at the regional level are formulated. The principles of stimulating the commercialization of innovations of small and medium-sized businesses at the regional level have been developed. The proposed principles are divided into 2 groups: general and specific, taking into account the features of stimulating the process of commercialization of innovations of small and medium-sized enterprises. The specific principles (technological conformity and innovation, openness and accessibility, purposefulness), were developed taking into account the regional specifics of St. Petersburg. Finally, conclusions are drawn on the need to improve the system for stimulating the commercialization of innovations based on the above principles. Further directions for using the obtained results are stated.
