Legal regulation of activity of confucius institutions in Russia

The article examines the problem of the law regulation of Confucius institutes working in the territory of the Russian Federation. The network of Confucius institutes, which are widely spread all over the world, as cultural and language educational centers, is an instrument for pursuing a policy of "soft power". Through a system of Confucius institutes, the Chinese side wants to train staff for maintenance of Russian-Chinese relations, who share the Chinese assessment of the situation, which does not always coincide with Russian political and economic interests. In addition, at the moment there is no regulatory framework that would solve the problem of controlling the quality of education in the Confucius institutes and their functioning. Each new Confucius Institute on the territory of the Russian Federation shall be established only by agreement between the Russian and the Chinese University with the participation of the Chinese Agency Hanban, so some of the Confucius institutes may be contrary to the Russian system of education management. Thus, on the basis of the studied data, it can be said that the working of the Confucius institutes should be under control of the Council on the working of Confucian institutions representing the interagency agency.
