An attempt to follow a new democratic path: the Paris charter of 1990 as a forgotten landmark

The problems of democratic development of Russia and Western countries are considered. The processes of rapprochement between the USSR and the USA on the basis of the democratic principles proclaimed by the Paris Charter for a New Europe of 1990 are analyzed. It is summarized that stability does not necessarily have to be associated with globalization, transit and unification of democracies, and the assertion of liberal interpretations of democracy as a value on a global scale is far from indisputable. The author assumes that, despite the unrealization of the Paris Charter, it contains an effective vector of evolution of the institutions of state and law.
