Participatory planning and budgeting at the local level in the Indian state Kerala

The article is devoted to the analysis of participatory budgeting and planning practice in Kerala state, India, which has been being realized since 1996 and was presented by Indian experts and officials as the best practice at BRICS conference «Participatory Local Budgeting», which took place in Kochi, India on 3-6 November, 2016. In the article the design of mechanism of citizen participation in discussions and formulating development plans at the local level is described. The possibility of using Indian expertise for the development of participatory practices in Russia is discussed.
