Contest of regulations under the Code of Administrative Legal Proceedings of the Russian Federation and legal consequences

Purpose: To review the effectiveness of the challenged normative acts from the point of view of restoration of violated rights by the use of illegal normative act. Methodology: Logical, systemic, historical, formal-legal methods were used. Results: According to the author of the currently effective remedy of challenging the regulations is very limited in connection with the imperfection of the procedure of revision on again opened circumstances. This imperfection could be partly offset by judicial interpretation. However, the problem can be solved systematically only by the legislator. Novelty/originality/value: The article has a high scientific value and practical significance, because it considers the actual and important practical problem.
