The article deals with the need for the use of a new principle of fiscal sociology - Anti-Pareto optimum - while reforming the economies of the post-socialist countries before and after the crisis of 2008-2009. The problems in the implementation of this principle in reforming financial-economic systems of the post-socialist countries during the recession of 2013-2015 have been revealed and the ways of their solutions in 2016-2020 are offered.
