Methods. The article used the analysis of concepts, statistical analysis, and the case-study method. Results. Taking into account macroeconomic aspects, a transit strategy of a new type of economy is justified, including the staged nature of modernization changes in the technological, organizational and economic directions. Conclusions. It is a comprehensive program to eliminate key Russian pain points (structural-economic, market-institutional, social, infrastructural, etc.) that is the main factor in the transition to an innovative economy.
