The housing and communal services sector is currently one of the most conservative. The presence of many problems in the field, among which it is worth highlighting the problems associated with the organization of payments for utilities and the implementation of communi-cations between managers and resource supplying organizations and homeowners, signals the need for changes. Despite the attempts to transform the sphere at the state level, currently no solutions that can really level the above problems have been developed and proposed. At the same time, within the framework of strategic planning for the development of the housing and communal services industry, one of the main tasks is its digitalization. However, the pace of im-plementation of the digital economy and the efficiency of the technologies used are too low for the successful development of the industry. If there is any progress towards the modernization of the sphere, then all of them in most cases end with the adoption of a law designed to solve this or that problem. In practice, questions about the implementation of adopted laws often re-main open. This article is devoted to the analysis of opportunities for improving the quality of housing and communal services through the introduction of the intelligent system "Drone" based on IoT technologies, which is a tool for the implementation of the Federal Law "On Amendments to the Housing Code of the Russian Federation" dated 03.04.2018 N 59 - FZ, in which the possi-bility of transition to direct contractual relations with resource supplying organizations (RSO) was established. The described intelligent system will solve the industry's problems in terms of utility bills and improve the efficiency of existing technologies.
