Violations of the electoral law in the 1920's: citizens' appeals and grievances proceedings

The article is devoted to abuses Soviet of electoral legislation, that took place during the elections in 1920-s. The author describes the main types of complaints regarding violations related to the use of administrative pressure on voters, social conflicts and the shortcomings of the electoral process. The article demonstrates the significant scale of irregularities and ineffective Government response to complaints.
