The imbalance in the structure of the personnel of enterprises creates constraints on the growth of labor productivity, leads to a reduction in production volumes and a deterioration in product quality. This problem is especially acute in the branches of material production, which is primarily due to the imperfection of the labor market and is due to a number of reasons. The purpose of the study is to develop a model for eliminating imbalances in the structure of the personnel of manufacturing enterprises. The authors identify reasons for the imbalance in the structure, as well as the signs of structuring of personnel at manufacturing enterprises. The article considers professional, qualifying and personal structure of the staff, which it is proposed to include in the model of identification. A model of identification professional and qualitative and personal disproportions in the structure of personnel is developed, taking into account internal and external, objective and subjective factors of influence. Elimination of disproportions in the personnel structure is an objective necessity of industrial enterprises, which will reduce unreasonable costs for the personnel management system and increase the efficiency of the entire production.
