Methodical tools of the regional strategy development: new approaches

The effectiveness of developing a regional strategy is ensured by the complexity and interconnection of the activities that form it, which can provide a certain socio-economic effect. As such events are eligible for the same modernization development resources, which allow them to be considered as competing. This causes an important methodological problem of their choice foundation in terms of the target socio-economic goals achievement with the maximum value of performance indicators. The methodology of solving this problem is presented in two stages: 1) substantiation of regional development priority tasks; 2) the definition and evaluation of effects, which manifestation is due to the specific activities implementation. The types of effects of a regional strategy implementation are defined in accordance with the imperatives of regional economic systems sustainable development: economic, social, environmental and institutional. The article suggests a methodological instrumentarium for conducting such an assessment. The carried out approbation of the presented instrumentarium on an example of import substitution strategy activities in Rostov region has shown its efficiency concerning formation of informative base for prioritizing of regional strategy implementation. It is concluded that the regional strategy effectiveness is determined by a clear presentation of what actions and what effects should be realized.
