Methodical approaches to the development of the system of the relations "center - periphery" in the strategies of a balanced development of the region

Significant differences in the level of socio-economic development of territories within the borders of the region are due to the outflow of innovation resources from the periphery into economic centers are shown. Potential of the strategy for a balanced regional development to a large extent is based on inter-municipal cooperation in the system of relations center-periphery. Territorial clusters can become the form of such interactions. The article presents a method of creating alliances based on the regulation of resource flows, goal-oriented alignment on socio-economic development of territories as a part of the region.
