The paper analyzes the features of the legislation and functioning of local self-government in the post-Soviet republics of Asia. The features of the traditional East that originally provide for organization and de- 138 velopment of local self-government are emphasized. It is concluded, that local self-government in this area has both state and non-state public nature.
