Small hotels in Russia: problems and prospects

The article analyzes the problems of development of small hotels under the present conditions in Russia. In this paper considered is the possibility of using the positive experience of small hotels in Europe and the United States as well as specific problems of the establishment and effective functioning of small hotels in Russia: high prices of real estate and land, complexities of converting residential property in non-residential, low margins, incomplete legal framework, endless instructions and orders, which are not conducive to the development of small hotel businesses, lack of education and training of managers and employees of small accommodation facilities. The author proposes a number of measures to overcome the existing problems: to improve federal and regional, as well as the tax legislation in the field of small hotel business, create a policy on the distribution of competences of the center and the regions in the small hotel business from a regional perspective development of this sector, to ensure compliance with modern standards of service and stability of quality in small hotels services. In the process of development of plans for profitability of regions there should be included plans to develop small hotel businesses.
