In article the original technique of conceptual design of decision support systems for solving of problems in dynamically difficult environment is explained. For creation of conceptual model, it is offered to research dynamically difficult environment in three aspects: system views, activity approach (G.P. Shhedrovickij) and situation analysis (L.S. Bolotova). The triad of the considered representations leads to the construction of the conceptual structure of the act of activity, which is positioned as a knowledge base for the design of expert systems of the production type. From the realized conceptual structure, particular representations are distinguished: functions, processes, context and regularities. This makes it possible to determine the necessary field of knowledge about the subject area for the implementation of cognitive, analytical, evolutionary and simulation models. However the graphic construction of the conceptual model of a dynamically complex environment and its particular representations is a complex and nontrivial task. Therefore, the program complex "Designer + Solver + Interpreter" is developed, which verifies the conceptual model of a dynamically complex environment on completeness and adequacy, and also generates the necessary knowledge base for the design of intelligent models in the form of text files.
