Based on risk analysis, a harmonized approach to safety regulation in various fields of human activity is being developed. Two directions of harmonization are proposed – at the initial stage, the scientific basis for the harmonization of environmental health standards between various fields of human activity should be prepared. This will allow proceeding to international harmonization, i.e. the harmonization of safety standards and other environmental health standards between different countries. Based on this approach, the following was proposed: 1) general universal safety standards for professional employees and the population; 2) major safety standards and other levels of decision making on human safety for a number of current regulated sources of harmful impact, according to the universal safety standards.
