Purpose: This study aims to research the prerequisites of emergence and development of the institute of social partnership in Russia. Methodology: Historical, comparative, systematic and logical approaches were used. Results: The article analyzes the basic historical elements of collective bargaining in the period of the New Economic Policy in the Soviet Union. Such analysis allows to track the evolution of formation and development of the institute of social partnership in Russia. Novelty/originality/value: Each state at any stage of its historical development is a subject to certain social unrest. Among the various types of social relations affected by this kind of unrest lay the labor relations. For centuries, society has been looking for ways to reduce the level of confrontation between labor and capital and to overcome social tensions in labor relations. One of such ways, allowing to achieve social peace and reconcile, is the use of collective bargaining method in the sphere of labor. Historical analysis of the formation and development of legislative regulation of collective bargaining allows us to take into account the rich experience of past generations for the further progressive development of the idea of social partnership in the modern world. This forms the importance of a comprehensive study of regulatory issues of collective bargaining relations during the New Economic Policy.
