Информационное вмешательство как феномен деятельности субъектов современной международной политики

Цель автора состояла в том, чтобы проанализировать феномен информационного вмешательства в национальные политические процессы в условиях современного информационного общества и эволюции Интернета как глобального пространства политических коммуникаций. В работе показано, что цифровое информационное вмешательство является актуальным и в то же время сложным многомерным явлением современной политики. Во многих отношениях потенциал феномена цифрового вмешательства тесно связан с существенными особенностями функционирования и трансформации современного Интернета, который активно используется при смене политических режимов во многих странах. Проблема информационной безопасности и суверенитета современного государства в сети Интернет становится одной из самых актуальных в условиях бурного развития информационно-коммуникационных технологий. Инициативы государств по формированию суверенных национальных сегментов интернет-пространства являются, с одной стороны, попыткой защитить свои политические системы от внешнего влияния и вторжения, обеспечить собственную политическую стабильность, а с другой - риском для демократического потенциала Интернета. В статье обосновывается тезис о том, что явление вмешательства в выборы на практике часто становится не столько объективным процессом, сколько инструментом информационной войны, массовой политической пропаганды и дискредитации политических оппонентов, манипулятивным инструментом, который может активно использоваться не только авторитарными режимами с низким уровнем демократического развития. Отмечается, что различия в понимании и определении сущности Интернета различными странами создают значительный потенциал для политических конфликтов в глобальном масштабе. Это обстоятельство приводит к необходимости формирования международных институтов, способных предотвращать и регулировать информационные конфликты в интернет-пространстве, а также снижать глобальные политические риски (в том числе риски, связанные с возможным вмешательством в избирательный процесс суверенных государств). По итогам исследования в работе сделан вывод о том, что формирование режима коллективной ответственности в сфере функционирования глобального Интернета является одним из ключевых факторов обеспечения долгосрочной международной стабильности в условиях формирования и стремительной эволюции современного цифрового общества.
