The level of electrification of the Soviet Far East significantly lagged behind other regions of the country. Energy infrastructure started to form the region with the implementation of state programs for the development of industry during the first five-year plan. New energy base consisting of modern enterprises for the production of electrical energy was built then. State policy in the sphere of electric power industry contributed to the modernization of the economy of the Soviet Far East, first of all, of the industrial sector that has become a major consumer of electricity.
