Analysis of formation and use of personnel potential of public authorities in the provision of public services

The subject of the study is the organization of the process of personnel potential development of public services through the example of the Head Office of the Ministry of Emergency Measures of Russia for the Republic of Crimea and Center for State Inspection of Small Boats of the Ministry for Emergency Situations of the Russian Federation for the Republic of Crimea. The purpose of the work is to analyze the formation, use, development of recommendations to improve the human resources of public services. The use of the scientific approach in the organization of formation and use of personnel potential of the sphere of public services is considered as a hypothesis. The methodological basis of this article is to determine the optimal staffing of the studied organizations. The practical significance of the work is determined by the importance of finding ways to improve human resources in the field of public services. The scientific contribution consists in the analysis of the state of personnel support of the sphere of public services of the studied organizations. Presentation of the current state of the sphere under study, in order to prepare proposals to improve human resources, identify strategic directions to improve the efficiency of the human resources management system of public services. The author has made the following conclusions. Today there is a need to use a scientific approach in the implementation of activities in the field of public services; the analysis gives an idea of the current state of staffing in the sphere of public services of the Emergency Department. The results can be applied to the personnel departments of the studied organs and also taken as the basis for training to improve personnel potential of public services in other organizations. Future research directions are the following: creating a draft of human resources development of public services, definition of strategic directions of increase of system effectiveness of human resources management in the public services of the Emergency Department of the Republic of Crimea.
