Topical issues of combating begging

Purpose: A study of begging as parasitic forms of life, manifested in undermining the social equilibrium and the violation of public order. Methodology: Formal-legal method was used. Results: In article the judgments which are contained in various sources concerning punishment for begging are in detail investigated. Introduction of article providing responsibility for this kind of activity in the Russian Federation Code of Administrative Offences is offered. Novelty/originality/value: The article has a scientific value and novelty, because it offers the solution of a question on appointment of punishment for begging which is currently in most cases remains unpunished. In addition, the article presents arguments showing the need to fight the manifestation is not at the level of laws of constituent entities of the Russian Federation, and with the use of the Russian code of administrative offences.
