Administration system of the small Kazakh horde in the first half of the 19th century

The article is devoted to the administration projects and reforms for Kazakhs of the Orenburg region. The research starts with the analysis of the bill offered by Orenburg military governor P. Essen in 1823. Special attention is paid to the Statute for management of the Orenburg Kyrgyz of 1844 and the legislation for Syr-Darya Line of 1854-1856. The author concludes that in the first half of the XIXth century the Russian government was searching for the optimum model of management for the Kazakh population of the empire.
